GREAT NEWS! As predicted, Rep. Landry’s Legacy bill (HB 694) breezed through the House floor Tuesday afternoon by a vote of 85-11.
We are excited to see solid support for Legacy reform in the House, but the real news we were all hoping and praying for came on Wednesday: the bill is being sent to the Senate Natural Resources committee as opposed to Judiciary A, which is known as the committee “where bills go to die.”
This gives us a MUCH stronger chance of getting it to the Senate floor, which is where the real challenge awaits. The good news is we have a whip count of votes from last year’s floor fight that we know where to focus our efforts on once we get to that point.
Elsewhere, one of our Priority Support bills, Rep. Ken Brass’s HB 383, which postpones the termination of a tax credit for C-corporations for local inventory taxes paid, passed the House. It now goes to the Senate Revenue & Fiscal Affairs committee.
And one of our Priority Oppose bills, Rep. Schamerhorns’ HB 552, which imposes additional taxes on CCUS operators, was killed by the House Ways & Means committee.
The bad news from this week is that two more anti-CCUS bills (HB 585 and HB 691) passed the House this week, and another one passed out of the House Natural Resources committee (HB 696).
We’ll continue to oppose these bills in the Senate.
LOGA President Mike Moncla had a call on Wednesday with DENR Secretary Tyler Gray to discuss amendments to Chairman Geymann’s CO2 pipeline expropriation bill (HB 601), but as of now, we’re still an oppose on this one. It’s pending floor action in the House next week.
