Abstract: Requires the Department of Environmental Quality to require vapor collection systems for marine loading operations serving ships and barges loading various organic commands in certain parishes.

Present LAC (33:III.2108(A)) requires vapor collection systems for marine loading operations serving ships and barges loading various organic compounds with an uncontrolled emission of 25 tons per year or more of volatile organic compounds in the parishes of Ascension, East Baton Rouge, Iberville, Livingston, and West Baton Rouge.

Proposed LAC (33:III.2108(A)) retains present LAC (33:III.2108(A)) and adds any parish with a population of not less than 383,000 persons and not more than 385,000 persons according to the latest federal decennial census and any parish with a population of not less than 440,000 persons and not more than 441,000 persons according to the latest federal decennial census.
